The agencies do not want their data on the WEB nor do they want to be
accountable to anyone, especially those that they serve. So what do you
think, should we set up a system nationally and run it ourselves or should
we go to a HUD/HHS contractor and help them do it?

I "interacted" with a HUD kiosk at the Fargo, ND public library this summer.
While they did have an extensive listing of local homeless services in the
data bank, it struck me that a poster or printed booklet would have been a
LOT cheaper.
As for agencies putting their data on the Web, I recently visited Guidestar
at:
http://www.guidestar.org/ This is a listing of most charities and is
supposed to have available data from the agencies' IRS Form 990, which
details financial. I found the data to be old (from 1994 to 1997) and
incomplete on a local non-profit I checked on.
