Homelessness Workshop  October 28-29, 1999 Washington, DC
The Council of State Community Development Agencies extends its invitation
to the 1999 Homelessness Workshop in Washington, DC!

Dates of Workshop:
The conference will begin at 9:00am on Thursday, October 28th and end at
noon on Friday, October 29th, 1999. Included will be a luncheon session on
Thursday, a reception on Thursday evening, and a continental breakfast on
both days.

Hotel and Transportation Information:
COSCDA has reserved a block of rooms at the Phoenix Park Hotel for
Wednesday, October 27th and Thursday, October 28th. Reservations must be
made by September 29, 1999. Please call (800) 824-5419 or (202) 638-6900 to
make hotel reservations. The cost per night for a single room is $115 plus
tax, $135 plus tax for a double. To get these discounted rates, please
identify your party as "COSCDA."

John Sidor - COSCDA
Roundtable discussion of recent successes, problems, and changing needs and
conditions in the homelessness issue area.

10:30-11:15  Reinventing Homelessness Assistance
Matt White - Community Shelter Board, Columbus, Ohio
Redesigning a city's strategy for dealing with the single, male homelessness
population: shifting fundamental strategy.

11:15-12:00pm  HUD Update
John Garrity - Director, Office of Special Needs Assistance Programs, HUD
Find out what the latest news is from HUD's Office of Special Needs
Assistance and get a chance to ask your questions to key HUD staff.

12:15-1:30  Luncheon Session: A General Accounting Office Perspective
Anu Mittal - Assistant Director, Housing and Community Development Issues,
A synopsis of the conclusions and impact of GAO's current work on
homelessness and what is next on the agenda.

1:45-2:45 Congressional Update
Clinton Jones - Counsel, House Subcommittee on Housing and Community
Congressional staff will provide a status report on McKinney legislation and
what may lie ahead for the second term of this Congress.

3:00-3:45 The New TANF and Homelessness
Jeff Lubell - Center on Budget and Policy Priorities
The final TANF regulations provide states with more flexibility than had the
initial regulations. Find out what this may mean for serving homeless people
and how federal funds, state matching funds, and state investment funds
could be used to address the homelessness issue.

Martha Knisley - Technical Assistance Collaborative
Addressing the needs of mentally ill homelessness populations who do not
meet the DSM4 standard: options and opportunities. (invited)
