I will say something about the Maine Parents as Scholars program but
another list member, Luisa Duprez is more of an expert. Also an
organization called Maine Equal Justic Project can answer technical
questions about the program. Their e-mail address is mejp+AEA-mint.net.
Chris Hastedt or Mary Henderson at that address could answer
questions. The PAS program uses state money to run a program for TANF
recipients to complete four year college degrees. There are a limited
number of openings but last I heard only about 50+ACU- of the slots had
been taken. There is an advisory board for the program which I
believe includes TANF recipients and I've heard only positive feedback
about the program. we've had an ongoing effort in this state to
educate legislators about the realities of low-income families and the
barriers to economic self sufficiency and we have had relative success
in passing some pretty progressive welfare policies.
