CANADA TO TACKLE POVERTY

Poverty is Canada's worst human-rights problem and the federal
government will work harder to end it, Justice Minister Anne McLellan
pledged Thursday.

The pressures of the global economy make it harder for Canada and other
governments to close the gap between rich and poor, she told more than
700 delegates and dignitaries at the opening of the international
human-rights conference at Edmonton's Sheraton Grande hotel.

She acknowledged that Canada has "a great deal of work to do to fulfill
the promise of the Universal Declaration" of Human Rights.

In Canada, "we face issues such as the growing disparity between rich
and poor, child poverty, homelessness and the unacceptable living
conditions of many aboriginal people on First Nations reserves," said
McLellan.

The federal justice minister admitted that governments are the world's
biggest offenders when it comes to upholding rights, "the human rights
movement has been about individuals seeking protection from the abuses
of the state."

Canada is trying its best, "but expecting governments to safeguard human
rights, on their own, even in a democratic society as open and tolerant
as ours, is insufficient."

McLellan noted that since agreeing to allow Canadians to complain
directly to the United Nations Human Rights Committee, "we have had the
dubious distinction of being much complained against."
