FOLKS, THIS IS how the government and the bureaus really work.
They might be trying to solve a homeless problem (try building
lots of little houses) in what they call real life:

Upperling:
"I'll need a project plan to justify the resources we need to
change our software."

Underling:
"I can make those software changes in ten seconds...Done."

Upperling:
"Good work.  Now all we need is that plan."
