Why the new city council must act November 24th at
its first meeting

Customarily, the new City Council does no business
at its first meeting other than get sworn in.
November 24th must be an exception if the homeless
community is not to suffer another Christmas
season of harassment, ticketing, and jail for
sleeping where they must.  Instead of limiting
itself to the usual pomp and ceremony, the new
Progressive City Council must add to the
swearing-in ceremony, one item of business on that
evening session: Sleeping Ban Repeal.  If it does
not, the law against sleeping outside or in
vehicles will be in full force throughout the
winter.

The new City Council must pass Sleeping Ban Repeal
on November 24th if it is to go into effect during
the worst winter weather.  A Progressive member of
the old City Council must put the law on the
agenda by November 17th if the new City Council is
to be able to vote on the law.  Then the new City
Council can pass the law (which requires a 2nd
vote at its only December meeting on December
8th).

Call Katherine Beiers and Celia Scott by leaving a
message for the entire City Council  (429-3550,
followed by #). Ask them  to put Repeal on the
November 24th ballot. Redeem the Progressive
Promise of the '98 Election by restoring basic
human rights to the 500-1500 Santa Cruz City
houseless community.  Give the Council  a chance
to keep faith with the poor and end the human
rights abuse of the decade.
