HATE CRIMES AGAINST THE HOMELESS
OFFICIAL SANTA CRUZ POLICY?


The Santa Cruz City Sleeping Ban
*****bars sleeping or covering up with blankets at night with $162 fine
*****is cruel and unusual punishment against the poor
*****criminalizes essential human survival activity in violation of the
California and US Constitutions and the 1948 UN Declaration of Human Rights
*****has regularly resulted in HIV patients being denied their medication
in jail
*****creates unsafe situations for homeless gay & lesbian teens
  forced to hide from cops to escape tickets or arrest

*assaulted then falsely charged homeless activist Pat Ring 6/19/96
*assaulted then falsely charged homeless advocate Patrick Lancelin 10/96
*harassed youth at Rancho Del Mar Shopping Center fall/97
*unlawfully arrested a Santa Cruz man at Xmas dinner with his family 12/97
*harassed witnesses at a trial of one of his false arrests 4/98
No Complaints Have Been Sustained Against Thurber.  Instead he has been
promoted.   Can Tracy be serious about hate crimes appointing this officer?

Officer Rick Martinez:  SCPD Chief Belcher's Liaison
to the local anti-hate crimes group  "The Peacebuilders":
 drove a homeless man from Santa Cruz  by threatening to take away his dog
if he panhandled at Lucky's.  The man--sober, polite, and drug-free when he
was scared out of town-- returned from San Jose months later ruined,
confused, and lost  with needle tracks all over his arms.    Source:  David
Silva, Member,  Client Advisory Council  for the HIV Community.   Silva's
oral complaints about the issue to City Council,
the Citizens Police Review Board, and Mayor Celia Scott were all  ignored.

Sgt. Steve Clark:  SCPD Hate Crimes Investigator
*unilaterally confiscated blankets from homeless protesters at City Hall
in the spring of 1996; when asked why, he replied "Because I can".
*harassed and threatened former Citizens Police Review Board  activist
John Malkin to still Malkin's inquiries into police misconduct
*entrapped & falsely arrested homeless worker Jorge Castro in Clark's
anti-poor Drug War

Partial List of Homeless DEAD since 1996 in Santa Cruz County:
'Happy' John Dine: shot dead by SCPD's Carey 11/97--no independent
investigation
David Andress: pepper-sprayed, died in custody of SCPD's Guerrasio 11/96

Several homeless men: died of drug overdoses and exposure after the Coral
Open Air Shelter was abruptly closed by Mayor Rotkin and Darrell Darling
12/96 n.i.i.
