Respectful panhandling, when conducted in a non-agressive way (i.e. not 
near ATM machines) is not what gets in the way of business.

The MYTHS of homelessness (i.e. he's on the street so I better give him 
money or he may hurt me) does contribute.  As well, many do not like 
being forced to look at glaring examples of how the system that they 
take such great joy in is FAILING.

If one person asks someone else for something and the other agrees, this 
is freedom between two consenting adults and is no place for the 'law.'
