The ACLU has been holding off since the ordinance took effect to see
the results of the one-year review, and whether Seattle would amend or
repeal the ordinance on its own. They have been collecting statistics,
which were heavily cited during the hearing -- 42% of the tickets are
given to non-white minorities, a majority of the tickets are given for
sleeping or camping or "trespassing" (being in the park after hours),
most of the tickets are given in downtown parks where the homeless are
more likely to be.

The ACLU is now holding off to see if the amendments pass.  If the
ordinance is not amended, we expect them to start looking for a test
case to go to court.
