Does anyone have information about the devolution of authority from the
state to the county level with the implementation of new TANF programs?
California has authorized counties to implement their own welfare
programs, allowing wide latitude in service provision around the state.
Does anyone know of examples from other states where there is some
devolution, but perhaps less transfer of authority?  Also, does anyone
know of any research being conducted on this issue?
