We've gained another voice against HR 3206. Below is the text of a letter
from Governor John Kitzhaber to US Rep. Henry Hyde.

Governor Kitzhaber joins US Representative Elizabeth Furse, US
Representative Darlene Hooley, and all the members of the Portland City
Council, with the exception of Mayor Vera Katz, in supporting the Fair
Housing Act.

We've done a lot of great work in getting these leader behind us. Please
remember to thank them!

Dear Representative Hyde:

I understand that H.R. 3206 is currently under serious consideration by the
House Judiciary Committee. This bill would repeal important protections
currently available to persons with disabilities and children whose
circumstances prevent them from living with their own families. This bill
will enable municipalities to adopt zoning regulations that restrict the
siting of homes for these persons and uninformed neighbors to take
unreasonable action to oppose the siting of such homes. The provisions of the
bill will result in delayed openings of much needed homes, personal hardships
for persons with disabilities and children awaiting placements, and higher
state costs to maintain people in unnecessary and expensive institutional
settings. For these reasons, I am going on record in opposition to H.R.

Oregon has been a leader among states in implementing programs that enable
people to live as independently as possible in community settings. Persons
with disabilities have experienced growth and increased personal dignity as a
result. State agencies provide oversight to these homes through licensing and
monitoring. These programs are very successful and, for the most part, enjoy
broad community support.

The provisions of the current Fair Housing Act are good public policy. I urge
you to join me in opposing H.R. 3206.
