Tom,

    I agree with Catherine Bendor, of the National Law Center on 
Homelessness and Poverty in Washington, when she says, "You have to look 
at what can be done to eradicate the need for sleeping in alleys and 
begging for food." The panhandlers wouldn't be in the faces of the 
tourist and downtown business go-ers if fair and functional legislation 
uniformly in existed, that would significantly decrease the poverty and 
homelessness rate among our nation's citizens! However on the flip side, 
I agree that there needs to be a way to stabilize the city's economy and 
tax base thus making it friendly to visitors, the middle class, and 
business owners, but this bill is not the 
answer! This bill will only serve as a means of increasing our nation's 
other epidemic problem of "lack of prison facilities to house 
criminals"! I think joint efforts need to be made between our 
legislative and judicial systems to draw up and pass a bill that is both 
fair to the homeless and indicative of decreasing the numbers of 
homeless people who are locked up simply because they are homeless! Nuff 
said!
