     I have been homeless on many occasions from 1993 to 1997.  I  had
no problems receiving stamps on 8 occasions in 6 states from coast to
coast, however while standing in those lines I have found that between
(1)case workers who are carrying the load of 2 or 3 caseworkers,
(2)staff who don't care for their jobs or the homeless people they must
serve, and the (3)illiteracy of many of the homeless people applying for
the stamps; most of the restrictions and burderns placed upon homeless
food stamp recipients could be lessened through FOOD STAMPS 101.  You
know, have it set up so that after the person applying for stamps gets
past security's metal detector/shakedown phase.  They can grab an
application and go to a booth or table, sit down, and receive a quick,
but complete, starter course on Filling out Food Stamp Applications and
all afterward procedures up to actually picking up food coupons or
validating your LONESTAR card microfilm (if your in Texas :}.  PRIORITY
#1.... the staff member behind this booth or table must have at some
point in his/her lifetime have been HOMELESS.  Nuff Said!
