Recent reports from HUD's Office of Policy Development and
Research evaluate efforts to help hard-to-serve homeless persons
In "National Evaluation of the Shelter Plus Care
Program," researchers discuss the HUD grant program's
implementation, its target population, support services
offered, housing options, and participant outcomes.
Among several findings, researchers note "significant
improvements in the lives of the S + C participants,"
and find that participants' housing stability, average
monthly income, and rates of employment increased as a
result of their involvement in the program.
