An E-vil Proposition Looms in March '00
The national tidal wave of anti-homeless laws again comes crashing
down on a San Francisco election. Proposition E (for eviction) will
be on the upcoming March ballot threatening to evict and make
homeless everyone on welfare who has a home and prevent homeless
people on welfare from acquiring housing. Selfish merchants have
conspired with greedy landlords to plan a ruse where more than six
thousand tenants will lose their rent-controlled rooms and end up on
the streets so that landlords can jack up the rents - all in the name
of "giving people vouchers instead of cash so they get services
instead of alcohol and drugs." Proposition E is Evil.
The proponents of Proposition Evil have organized a campaign
targeting the stupid vote - regular voters who basically do not have
a clue about what goes on in the world of poverty and homelessness.
Through a marketing firm they have engineered a disinformation
campaign designed to blatantly lie to ignorant voters that tend to
not double check their information. Check out this ignorant crap:
LIE: Proposition E will "force GA recipients into housing."

TRUTH: Proposition E will not force anyone into housing. While
Proposition E mandates the city to give out vouchers for housing, it
does not mandate that people receive housing for the vouchers.
Experts such as the Department of Human Services and the Tenderloin
Housing Clinic been unable to get welfare recipients housing for
years with cash. The same homeless people who DHS can't find housing
for with cash are not going to get housing with vouchers.
LIE: Proposition E "could help cut down on the homeless problem..."

TRUTH: The above lie is truly stupid. Only 2,400 of the 18,500
homeless people in San Francisco are on welfare - 12.9%.
Proposition E will have practically no impact on people who are
already homeless except to prevent homeless people from saving their
grant to get housing. However, since the over six thousand people on
welfare who have housing won't be able to give their landlords cash
anymore, possibly all of them will be evicted for non-payment of rent
since landlords are not required to accept vouchers. Proposition E
could increase the number of homeless people in the City to over
25,000. Proposition E will worsen the problem.
LIE: "...the majority" of those indigents receiving cash
payments...have drug and alcohol
problems."

TRUTH: According to Will Lightbourne, Director of San Francisco's
Dept. of Human Services, only a small minority if people receiving
assistance have drug and alcohol problems - about 15%.
The above examples are not even the stupidest things these people
have been saying - here are the most idiotic ones that don't even
need rebuttals:
"In San Francisco, 97% of the money raised by panhandling
goes for drugs"
"The majority of San Francisco's street people (95%-100%) are
not ` from San Francisco."
Once could go on and on about the foolish things proponents
of Proposition Evil talk about, but here are some real facts that
people need to think about:
o San Francisco does not have substance abuse "Treatment on
Demand" despite Willie Brown's lies to the contrary. The current
waiting list for treatment is approximately 1200-1400 people.
o In a survey published in June, 1999 of homeless people with
mental health issues, a shocking 31% of people surveyed who
voluntarily tried to get mental health serves did not get any.
o Currently low-income housing costs a minimum of $450 per
month and increasing as we speak - way beyond the means of anyone
currently on welfare.
The funny thing is (and it really is funny in a really sick way) that
this attack on the poorest of poor people is a small part of the
City-wide attack on working people's income and rights - yet the word
is that there are working people out there that support giving out
vouchers instead of cash. Proposition E(vil) enables greedy landlords
and employers to keep their workers in virtual slavery by forcing
workers to pay whatever rent they want and to force workers to do
whatever task they want - or evict and fire workers into a system of
poverty which is designed more and more every day to keep people
down. Rent, gas, BART, milk, butter, cheese, eggs, bread, parking -
everyday people's needs keep skyrocketing in price, but salaries
crawl at best. While people's paychecks are stretched thinner and
thinner, the same people making our paychecks thinner are burning the
safety net.
The Contract On America is alive and well.
Trying to force people into housing and services that don't exist is
a cruel joke. Vote No on E!!!
