     POLL RIPS RUDY ON HOMELESS

     Sunday News Staff Writer

New Yorkers oppose Rudy Giuliani's homeless policies by a 2-to-1
majority, while more than half think his recent homeless crackdown is
aimed at boosting a run for the U.S. Senate, a Sunday News poll shows.

By contrast, 77% of city dwellers favor Hillary Rodham Clinton's
proposals to increase funding for treatment of the mentally ill and
for low-income housing.

"New Yorkers have not come around to the mayor's way of thinking on
this," said Julie Weprin of Blum & Weprin Associates, the firm that
conducted the poll.

The survey, which comes as advocates for the homeless prepare to stage
a major rally today to protest Giuliani's policies, depicts a mayor
who is largely out of step with the city he represents, at least on
the homeless issue.

About 69% of city residents, for example, say they disapprove of
Giuliani's new policy of arresting homeless people who refuse shelter.
