     SHELTERS VOW TO DEFY MAYOR ON WORK-FOR-SHELTER RULE

NEW YORK (AP) _ A coalition that provides shelter for more than 70 percent
of the city's homeless mothers and children said its members would defy
Mayor Rudolph Giuliani's policy requiring homeless families to work for
shelter.

Tier II, the coalition of about 60 privately run homeless shelters, said
Friday it opposes the policy because it would put children in foster care
if their parents refused to work. Lawyers representing the homeless have
prevented the enforcement of the new regulations by obtaining a temporary
restraining order. The issue now stands to be resolved in the courts.

``They're saying that regardless of the outcome in the courts, they will
not evict families to the streets or set in motion a process that will take
children from these families and place them in foster care,'' Mary
Brosnahan, director of the advocacy group Coalition for the Homeless, told
The New York Times. She added the groups ``will not put in a position of
implementing what they see as a dangerous, destructive plan.''

Giuliani said he wouldn't change the rule, adding that his homeless
policies had been misrepresented by the news media.

``If they don't follow the law, then they will lose their contracts,'' he
told Newsday. ``You have to put people into a work situation if they are
getting welfare. It is for their good; it is for their benefit.''
