"  Public defenders and civil libertarians also say free speech was
being unconstitutionally restricted by police. The American Civil
Liberties Union of Washington asked a federal judge to issue a temporary
restraining order against the city for setting up a no-protest zone
Wednesday.
   The ACLU said people trying to enter the downtown core were stopped
by police and asked for identification. One officer reportedly said they
were checking to see if people were well-dressed before allowing them to
proceed. U.S. District Judge Robert Bryan in Tacoma ruled in favor of
the city, but the ACLU vowed to continue the legal fight."
