No, Bruce.  The Massachusetts SJC decision I refer to was not that recent.
It overturned the state's anti-vagrancy laws.  I can't find my own posts
about it to other lists.  So I'll try to find you more detailed information
elsewhere, perhaps from the Boston Globe archives.

The controversy came to a head when Cambridge police were using an old
state law to arrest panhandlers.  The Civil Liberties Union of
Masssachusetts sued in court, got the statute overturned, and now Cambridge
police do not arrest panhandlers.--Tom
