Good overview of the problem, but, doesn't a large part of "charity" funds 
these days come from the governments (local,state and federal)? Here in 
Colorado Springs, our main poor-people serving charities (Catholic Community 
Services, Goodwill, Salvation Army, etc) derive a large part of their budgets 
from block grants, other grants, Stuart McKinney funds, state welfare reform 
funds, contracts with the city and county, and so on. I've read that, for 
example, that Catholic Community Services, on a nationwide basis, derives 65% 
of their income from various government.
