Ottawa threatens homeless recycler with fines
The City of Ottawa is warning a homeless man he could face fines of $150 =
to $10,000 if bylaw officers catch him taking bottles out of curbside =
garbage and recycling bins again.=20

Marcel Foucault was stopped by a bylaw officer last week at a Beer Store =
on Rideau Street, where he was going to collect the deposit refund from =
the bottles he had collected.=20

That was a day after he appeared in a TV story about the "industry" =
selling bottles back to the Liquor Control Board of Ontario, which =
started collecting 10 or 20 cent deposits onwine and liquor bottles in =
February. The bottles are returned to the Beer Store, which had an =
existing program for returning beer bottles fora deposit refund. 'By =

The bylaw officer handed Foucault a "letter of reprimand" informing him =
that scavenging recyclables is illegal and warning him of the fines.=20

Anne-Marie Fowler, manager ofthe city's solid waste division, said the =
bylaw, which prohibits anyone from taking anything set out for garbage =
or recycling collection, is intended to:=20

- Keep the city "neat and tidy."
- Minimize hazards such as broken glass that might be caused by sorting =
through the bottles.
- Protect aluminum pop cans that the city makes a good profit on.=20
