MANCHESTER - A man who allegedly fled the area before police could =
arrest him for a 2005 West Side armed home invasion, in which his cousin =
was fatally shot, was arraigned yesterday in Manchester District Court =
on felony charges of robbery and falsifying physical evidence in =
connection with that incident.

Rafael Pamphile, 21, who listed the Manchester homeless shelter at 199 =
Manchester St. as his current address, was also arraigned on a felony =
charge of possession of narcotics (cocaine), stemming from his arrest =
early yesterday at Lake and Spruce streets.

He could enter no plea to the felonies in district court, so a probable =
cause hearing was scheduled for Feb. 14. Bail is $50,000 cash/corporate =
surety.

Police allege Pamphile was armed with brass knuckles and his cousin, =
Francisco "Crazy" Cruz, 20, was carrying a chrome handgun when they went =
to the 253 Conant St. apartment of Greg Stroman, about 10:30 p.m. Oct. =
16, 2005, to get marijuana.

Police said Pamphile told them Cruz pointed his gun at other people who =
were in the apartment living room and then told Pamphile to watch them. =
Pamphile told police Stroman had fled toward a back bedroom, and as Cruz =
went towards the kitchen, Pamphile said he heard several gunshots.

Police said Cruz shot Stroman in the hand and Stroman shot Cruz in the =
chest, killing the Lawrence, Mass., man. Pamphile told police he fled =
the apartment and tossed his brass knuckles under bushes at 26 Dover =
St., where they were later found by police.

The Attorney General's Office ruled Stroman acted in self-defense and he =
faced no charges in the shooting of Cruz.

In court yesterday, police prosecutor Lt. Robert Cunha said the state of =
Florida is seeking the return of Pamphile, who is on probation there for =
18 months on a drug sales conviction. But Cunha said the state was =
withdrawing a fugitive charge against Pamphile because there are so many =
matters pending in New Hampshire.

Pamphile, whose previous city address was on Beech Hill Drive, pleaded =
innocent yesterday to charges of disorderly conduct and resisting =
arrest, dating from Oct. 2, 2005, when he allegedly first interfered =
with the arrest of another person and then struggled with officers.

Trial on those matters was set for April 3.
