Cleveland City Council wants to ban late-night gatherings on most of =
Public Square, a move that one critic says targets homeless people.=20

Legislation introduced Wednesday would permit only walkers to pass =
through from 10 p.m. and 5 a.m. and would apply to three of four =
quadrants of the square. It would not apply to the county-controlled =
southeast quadrant, home of the Soldiers and Sailors Monument.=20

"The square will be open and accessible," Public Safety Director Martin =
Flask said. "But someone can't camp out on the doorstep of our =
community."=20

Flask said neighboring Tower City Center also might limit hours that =
unaccompanied children can be in the shopping mall.=20

But Lisa Kreiger, general manager at Tower City Center, said Wednesday =
that no decisions have been made.=20

Tower City's Customer Code of Conduct, provided by Kreiger, says that =
groups of four or more juveniles will be dispersed. The code also states =
that management reserves the right to disperse or eject individuals or =
groups if there is "an overflow of juveniles."=20

Councilman Joe Cimperman, who represents downtown, said the proposed =
restrictions at Public Square are intended to improve safety.=20

"This is about people hanging out there all night and people feeling =
unsafe when they walk through," he said.=20

The city would grant exceptions to the law for city-approved events such =
as the Fourth of July concert and fireworks.=20

Other mall areas downtown, near City Hall and the Cleveland Convention =
Center, already have after-hour restrictions.=20

But Brian Davis, head of the Northeast Ohio Coalition for the Homeless, =
said he doesn't like the idea of banning people from the square. "It's =
certainly targeting homeless people," he said, adding that if the =
proposal becomes law, the city should consider renaming the area =
"Private Square."=20

He said the move will only push the homeless elsewhere.=20

"They'll just move somewhere else, unless you come up with a strategy =
for people who don't like shelters," Davis said.=20
