Man Arrested In Killing Of Homeless Men

TAMPA - A second suspect has been arrested in the 1998 slaying of two =
homeless men who were killed as part of an activity called "bum =
rolling," according to court documents unsealed Thursday.=20

The suspect, admitted white supremacist skinhead Kenneth Hoover, 34, of =
Pennsylvania, pleaded guilty last month to two counts of murder in =
racketeering activity, according to the unsealed documents.=20

Another suspect, Charles Marovskis, was arrested in January in Avoca, =
Pa., charged in the killings of the homeless men, Alfred Williams and =
Richard Arseneau.=20

The Justice Department is considering seeking the death penalty for =
Marovskis, but prosecutors have agreed not to seek death for Hoover, who =
agreed to cooperate with investigators as part of his plea deal.=20

According to court papers, the two defendants were part of a white =
racist organization called "Tampa Blood and Honour," which was a chapter =
of a national group. The organization believed in the separation of the =
races that that war between the races was inevitable, according to =
Hoover's plea agreement.=20

Tampa Blood and Honour planned to participate in a race war and to =
murder people they believed to be inferior, the plea agreement says.=20

On Sept. 12, 1998, an unnamed homeless man was attacked by a group of =
skinheads under an overpass of Interstate 275 at Bird Street adjacent to =
the Hillsborough River in Tampa. The victim was beaten over the head =
with what he thought was a cinder block, the agreement says. Severely =
cut, the victim was able to escape by jumping into the river, the =
agreement says.=20

The next day, Williams and Arseneau were murdered. The body of Williams, =
62, was found near downtown Tampa, under an overpass of the Lee Roy =
Selmon Expressway. He was beaten and stabbed in the eye with a tire =
iron.=20

Arseneau, 44, was found in a wooded area near Interstate 275 and =
Fletcher Avenue. He was killed by a small ax used on his head, the plea =
agreement says.=20

After the murders, Hoover and other members of Tampa Blood and Honour =
got spider web tattoos symbolizing that they had participated in a =
murder.=20

Then, in January 1999, members of Tampa Blood and Honour tried to kill =
another unidentified homeless man by cutting him with a knife in the =
back of the neck, the plea agreement says.=20
