Number of Atlanta homeless a matter of debate

Everybody who lives on the street or in a shelter has a story, William =

help to kick a drug habit and found a stable place to live.

Homelessness is a seemingly intractable challenge in Atlanta. And a new =
report has renewed the debate over how well the city responds to people =
who find themselves in a shelter or without a fixed place to sleep that =
was designed for human habitation, which is how the report defines =
homelessness.

Pathways Community Network released a report showing that the number of =
homeless fell by 359 people, to 5,393, based on a head count taken =
during the early hours of Jan. 25. The report said census takers counted =
1,731 people living on the streets that night, and 3,662 living in a =
shelter.

Based on that census, the report estimates that a total of 16,413 =
persons will experience homelessness this year in Atlanta.

A longtime advocate for the homeless said the numbers are baloney. Anita =
Beaty said the homeless were undercounted, possibly to show their =
numbers are declining now that the city's $40 million shelter for the =
homeless, the Gateway Center, has opened. Mayor Shirley Franklin was an =
advocate of the center, which offers comprehensive programs to end =
persistent homelessness, and some of the city's primary philanthropic =
groups supported its creation.

"The survey's methodology is flawed, to say the very least," said Beaty, =
executive director of the Metro Atlanta Task Force for the Homeless. =
"Very few statistical experts even acknowledge a census of the homeless =
as a measure of anything scientific."

Beaty contended, for example, that census counters did not venture into =
dangerous neighborhoods. She also said that not everyone in a shelter =
was counted.

The Pathways report said counters were advised to be cautious. Safety =
tips suggested they not carry a weapon, stick with their team, not enter =
abandoned buildings and park in well lighted areas. Areas around =
shelters were canvassed shortly after midnight so as to avoid the chance =
of counting a person twice, given that some shelters dismiss residents =
at 4 a.m. Counters started work after having a hot beverage and snacks =
and returned to a full hot breakfast, the report states.

Latisha Morris, who went to Central Presbyterian for a hot dog, beans =
and chips, is the type of person who may or may not have been counted. =
She lived under a bridge on Auburn Avenue, beneath the Downtown =
Connector. The census takers had maps of all bridges, which are known =
campgrounds for the homeless. But sometimes the homeless conceal =
themselves so they won't be assaulted.

Morris said she came to Atlanta from New Jersey about four years ago to =
be near her sister, in Calhoun. That situation didn't work out, and =
Morris returned to Atlanta, where she's been homeless or in jail the =
past three years. She said charges against her were mainly disorderly =
conduct, with the exception of a charge of selling crack cocaine that =
netted her a sentence of two years of probation and a restraining order =
to stay away from her two children, who live with her sister in Calhoun.

Eugenio Benitez may be the type of homeless man envisioned by advocates =
of the Gateway Center. He's living there now, taking advantage of its =
various programs and surfing the Internet looking for a job. He said he =
never intended to become homeless, but it just happened after he got =
tired of working 12 hours a day, six days a week, in a car repair shop.

"Mismanagement of life," is how he described his reason for becoming =
homeless. "I was burned out and thinking that all I did was work. I =
figured to give it up for a little while, but you miss one paycheck and =
everything starts spiraling out of control.

"I'm on my first vacation in 22 years, and if weren't for Gateway I =
don't know where I'd be. If you want to pull yourself up, that's a good =
place to be."
