Toronto still anxious for federal homeless funding

Toronto officials say they are still unsure of whether they will receive =
$17.3 million in homeless funding this year, despite reassurances from =
Ottawa that the money is all there.=20

Phil Brown, the city's general manager of shelter, support and housing =
administration, said Wednesday that the city had been told last month =
that it would be receiving $11.4 million under the federal Supporting =
Communities Partnership Initiative (SCPI) instead of the $17.3 million =
approved earlier this year.=20

As a result, key programs were either on hold or cancelled because of =
the anticipated shortfall.=20

Under the program, all the money must be spent by the end of March 2007, =
so capital projects such as building transitional housing are often =
difficult to complete in that short time frame. Brown added so far this =
year, Toronto has not received a penny of funding.=20

In a statement issued yesterday, Human Resources and Social Development =
Minister Diane Finley said, "There have been no reductions and will be =
no reductions to this funding."=20

"What we want to know is `Are we getting the cheque or not?'" said =
Councillor Joe Mihevc. "These are not clear signals."
