Ousting homeless is a misuse of police officers

The city has decided that police officers should patrol local bridges to
oust the homeless people who are living there. It's a misuse of police
officers.

City officials may be thinking of having police officers under both ends of
the Center Street Bridge and both ends of the Marion Street Bridge, but
there is also the railroad bridge. It will require two more police officers.

Other homeless people who have been ousted will disperse to areas that have
dense vegetation on both sides of the river for concealment.

How many police officers will be required?
