  Allow Communities to Meet Local Homeless Needs: Remove the 30% =
Set-Aside in HUD McKinney-Vento Grants
  July 6, 2005

  BACKGROUND: Last week, the U.S. House of Representatives passed H.R. =
3058, the FY2006 Transportation, Treasury, and Housing and Urban =
Development Appropriation bill. H.R. 3058 contains a provision that not =
less than 30% of HUD McKinney-Vento Homeless Assistance funds shall be =
used for permanent housing.=20

  This set-aside has adversely affected the ability of the HUD =
McKinney-Vento programs to remain flexible and satisfy actual local =
priorities. While well intended, this requirement has led communities to =
obtain funding for new local initiatives only by ignoring programs that =
assist families, youth, and non-disabled single adults. As a result, =
many communities have had to ignore their most pressing local needs in =
order to adapt to federal priorities. The 30% requirement prevents local =
communities and states from accessing HUD McKinney-Vento dollars to =
initiate emergency responses, provide critical support services, =
undertake innovative projects, and assure transitional and permanent =
housing for a range of people experiencing homelessness.

  ACTION NEEDED: The Senate TTHUD Appropriations Subcommittee will meet =
on Thursday, July 14 to mark up its version of the FY2006 bill. Please =
call and fax your Senators and ask them to urge members of the TTHUD =
Appropriations Subcommittee to remove the 30% set aside in the HUD =
McKinney-Vento Homeless Assistance account.=20

  THE MESSAGE: Local communities understand best how limited federal =
resources can be used most effectively to prevent and reduce =
homelessness. The 30% set-aside has resulted in a loss of local control =
and flexibility in the use of McKinney-Vento Homeless Assistance Grant =
funds, thereby making it more difficult to prevent and end homelessness. =
Please remove this set-aside from the FY2006 TTHUD Appropriations bill.
