Squatters given chance to qualify for housing project

The city government is giving the families of retired and active =
military personnel occupying a socialized housing site in barangay Apas =
located within the Central Command (Centcom) headquarters a chance to =
qualify for the housing project.

City Administrator Francisco "Bimbo" Fernandez told The FREEMAN that =
Centcom chief Gen. Manuel Teodosio last week reportedly asked the city =
to reconsider the demolition order issued to more than 500 homeowners in =
the area, including some military personnel.

To this, Fernandez said Centcom should submit its "proposal" to the city =
government the soonest time possible, before they can issue the third =
eviction notice to the illegal occupants in the area.

"They should submit right away the list of its personnel occupying in =
the property so the LIAC can screen its applications before the third =
notice comes out," Fernandez said.

The Local Inter-Agency Committee (LIAC) is composed of representatives =
from the city's Division for the Welfare of the Urban Poor, Presidential =
Commission for the Urban Poor, Housing and Urban Development =
Coordinating Council and National Housing Authority.

He, nevertheless, pointed out that those who will qualify do not =
automatically become beneficiaries of the Apas housing because they may =
be relocated somewhere else.

The 32.32-hectare property, which is located within the compound of the =
Centcom, was declared by President Gloria Macapagal-Arroyo in June 2003 =
as a socialized housing site under Presidential Proclamation No. 409.

And based on a survey conducted before 2001, there were only around 800 =
occupants who are members of the city-accredited housing association, =
Alliance of Barangay Apas Community Association, but there were =
additional 500 informal settlers who came to occupy the vacant lots =
after the presidential proclamation was made.

As such, the LIAC has been trying to weed out illegal occupants from the =
property so that only qualified urban poor beneficiaries will be granted =
certificates of land titles. The LIAC is chaired by Mayor Tomas =
Osme=F1a.

The city government has issued two eviction notices since last February =
but these have been disregarded.=20
