This is a common practice in England with their "hostels" (shelters)..... As 
this country wakes up to the "helping vs enabling" issue, I could see this 
practice applied here as well.
There certainly is a place for this practice - not universally but for some 
of the longer-term folks who need a bit of nudging to move along towards a 
healthier lifestyle.   If they don't want that - fine; but do we as a   society 
owe them a multi-million dollar infrastructure to support them to stay on the 
streets?
