TB Inquest Day Three - DNR's and Informed Consent

 

Wednesday November 19th

 

This is the third of what we expect to be daily updates from 
the Coroner's Inquest into the death of a homeless man,  Joseph 
Teigesser, from tuberculosis. We will, each day, be providing highlights 
on what occurred in the inquest on that day and what is expected the 
following day.

 

Coroner's Court is at 15 Grosvenor Street (runs east-west, between Bay 
and Yonge and north of College).

 

The inquest is expected to run from Monday to Friday for approximately 
3-4 weeks from 9:30 to late afternoon.

 

Unfortunately, we will no longer be able to provide lunch during the 
Inquest, due to strained resources.

 

Please consider joining us for an hour or two whenever you can. This is 
an important event this winter that could impact on the homeless 
population and on you and your work.

REPORT ON DAY THREE OF THE TB INQUEST (Wednesday November 19th 2003): 

 

The Tuberculosis Action Group (T-BAG), which includes a number of health 
and social service agencies, has standing at the inquest into the death 
of Joseph Teigesser, a homeless man who died from tuberculosis during 
the micro-epidemic in 2001.  Lawyers Peter Rosenthal and Jackie Esmonde 
are representing T-BAG at the Inquest. Aboriginal Legal Services 
(representing three aboriginal organizations) also have standing and are 
represented by lawyer Kim Murray.

 

Todays testimony revolved primarily around the question of a "Do Not 
Resuscitate" order (DNR) that was on Mr. Tiegesser's chart. The evidence 
seems to be pointing to the need for better hospital procedures 
regarding DNR's. There seems to be no consistant policy, practice 
or recording of DNR decisions. The first question by a juror during this 
inquest was in regard to this matter. This issue could become extremely 
important, not just for homeless people, but for any person who is 
seriously ill. This is because a decision required in regards to a DNR 
could lead to death. Largely the issue is around informed consent.

 

 

What to expect on Day 4:

 

Expected witnesses include: Officials from the Toronto Public Health 
department. Issues of contact tracing, screening and many other issues 
regarding the micro-epidemic will be discussed on Thursday. For those 
reasons, as many people as possible should show up to the Coroner's 
Court tomorrow.
