TB Inquest Day Two - Testimony Begins

Tuesday November 18th

This is the second of what we expect to be daily updates from
the Coroner's Inquest into the death of a homeless man, Joseph
Teigesser, from tuberculosis. We will, each day, be providing highlights
on what occurred in the inquest on that day and what is expected the
following day.

Coroner's Court is at 15 Grosvenor Street (runs east-west, between Bay
and Yonge and north of College).

The inquest is expected to run from Monday to Friday for approximately
3-4 weeks from 9:30 to late afternoon.

Unfortunately, we will no longer be able to provide lunch during the
Inquest, due to strained resources.

Please consider joining us for an hour or two whenever you can. This is
an important event this winter that could impact on the homeless
population and on you and your work.

REPORT ON DAY TWO OF THE TB INQUEST (Tuesday November 18th 2003):

A tuberculosis outbreak that began in 2001 in the homeless population in
Toronto resulted in 15 known, DNA linked cases of active tuberculosis
and three deaths. The Tuberculosis Action Group (T-BAG), which includes
a number of health and social service agencies, and Aboriginal Legal
Services (representing three aboriginal organizations) have standing at
the inquest into the death of one of these homeless men, Joseph
Teigesser, who died from tuberculosis in 2001. Lawyers Peter Rosenthal
and Kim Murray are representing the above organizations respectively at
the Inquest.

Dr. Andrew Simor gave a "TB 101" presentation to the Inquest and jury
this morning. Probably the most revealing information he gave during his
presentation was that TB is related to socio-economic status. He showed
the court a chart that revealed that the incidents of TB in Canada was
dramatically decreasing due to improved living conditions (ie. better
food, housing, etc.). This decline was well underway prior to discovery
of drugs which would cure the disease. Peter Rosenthal asked Dr. Simor
if housing homeless people could prevent TB. Dr. Simor replied in the
affirmative.

Dr. Stephenson, a St. Michaels Hospital respirologist, gave information
to the Inquest and jury regarding Mr. Teigesser's care during his time
in St. Mike's. It took awhile to determine that he had TB. During Peter
Rosenthal's cross-examination, it was acknowledged that it was possible
that Mr. Teigesser may have had TB for years. No one knows for sure.

What to expect on Day 3:

Expected witnesses include: other physicians from St. Michael's
Hospital, and Toronto Public Health officials.
