As I understand it, the list has a dual purpose, and you are both right. One
purpose is to create an archive for policy makers. As this archive is
created by people who have experienced the problem first hand, it will
provide better solutions than those created by people who have never been
there. News articles are often posted on the list by members, and this is
another good source of information for the archives, particularly if people
on the list discuss the article.

But another purpose is to provide a place where people can talk, about their
experiences and about anything else, without anyone else telling them what
to talk about or how long to talk. So it is that there are posts in the
archives about a cat waking its owner up in the morning, for example, and
about how to make electrolytic solutions from free packets of salt, sugar
and lemon juice available in fast food restaurants.

The reason HPN is on a university server is that ASU has an IT department
dedicated to providing access to the community. A parallel might be
community television. Unlike some other servers this one is not likely to go
away, and doesn't have pop-up ads!
