Shelter, police working on security plan

BELLEVILLE, IL- Operators of the Salvation Army homeless shelter at
West Main and 42nd streets are negotiating with police about a policy
designed to keep criminals from hiding out there.

Police Chief Terry Delaney said he wants people who stay at the
shelter to have to fill out a form that gives law enforcement officers
vital information about them as well as permission to do a search of
their background.

Salvation Army Advisory Committee Chairman Joe McDonnell said the
organization's leaders are willing to work with police. But they want
to be sure that the privacy rights of innocent people are not
sacrificed in the process.

The need to tighten security at the shelter was discovered a year ago,
Delaney said, when he learned that the charity had an agreement with
the Illinois Department of Corrections. The deal allowed recently
paroled convicts to stay at the shelter until they got on their feet.

"From what I understand, there is a limit of three days on how long
the average person can stay at the shelter," Delaney said. "But these
parolees were being allowed to stay there indefinitely taking beds
away from the truly needy."

A homeless shelter might make an excellent hideout for criminals on
the lam, the police chief said.

"We want to make sure there are no fugitives staying there," Delaney
said. "Although it turned out he was staying at a motel at the time,
our serial rapist turned out to be a bell ringer for the
organization."

Delaney said it might have been easy for the rapist, who eluded the
police for months before getting caught after trying to break into a
home not far from the shelter last year, to prey on victims in and
around the Salvation Army's Belleville home.

McDonnell said he is working with police to devise a form that is
helpful to police, but fair for shelter guests.

"We're working with the chief to devise a consent form for any
homeless person who applies to the Salvation Army that would allow
police to look into their background," McDonnell said.

"We think we can come up with a form that keeps the balance between
privacy and giving the police what they need," McDonnell said.

McDonnell said the Salvation Army's Belleville shelter has 27 beds
with most taken up by men who are alone. The rest are used by women
with children.

"The shelter, unfortunately, turns away four to five times as many
people as we are able to help," McDonnell said. "But there weren't
that many (parolees) here. Maybe one or two at a time."
