Mass. Legislature Adopts Budget eliminates
Medicaid program for chronically homeless people

BOSTON (AP) - The Massachusetts Legislature adopted a $22.9 billion budget
Friday that adds $1.1 billion in new taxes, one of the largest increases in
state history.

The budget, which is about 3 percent higher than last year, received
overwhelming support in both chambers.

The whittled-down spending plan was sent to acting Gov. Jane Swift, who has 10
days to act on it.

She has pledged to veto the tax increase, but the Democrat-controlled
Legislature is expected to override the veto.

Swift didn't comment Friday on the budget, which covers the fiscal year that
began July 1.

The budget is nowhere near as late as last year, when a plan wasn't approved
until the day before Thanksgiving.

Legislative leaders said a $2.4 billion decrease in the tax base forced them to
raise taxes and cut spending, including a controversial elimination of a
Medicaid program for chronically unemployed and homeless people.
