Police Harass HUFF Speak-out Monday

7 SCPD Officers to cite homeless man for lying down
by Becky Johnson

August 27, 2002

Santa Cruz, Ca. --- As Food Not Bombs fed organic salad, hot vegan soup, =
and donated bread; as the HUFF table played a video-tape of the locally =
produced video "To Serve and Protect" about police abuse committed by =
the Santa Cruz Police Department; as two candidates for City Council, =
Steve Argue and Thomas Leavitt spoke to the assembled crowd; police =
lurked in the background. Sgt. Loran Baker took dozens of photographs =
of those who stopped for a bite to eat or to listen to the speakers.

Last Monday, August 19th, homeless activist Becky Johnson was arrested =
and led away in handcuffs to the Santa Cruz County Jail for chalking and =
anti-sleeping ban message in the gutter. =20

This Monday, SCPD detained and cited Richard Parsons with a $162 =
infraction citation for "lying down on the sidewalk." Parsons, who is =
homeless suffers from a back injury and is totally disabled. He briefly =
laid down on the sidewalk, only to have 7 police officers make him stand =
up, then sit down again while they ran warrant checks on him and then =
cited him. There is a medical exception for lying on the sidewalk, but =
Officer Brad Hilliard opted to not use it and cited Parsons under the =
direction of Sgt. Baker.

On Tuesday, August 27th, Thomas Hall, Mike Nunez, and Hutch were all =
cited for chalking under MC 9.20.010 "defacing the sidewalk."
