Dear Matt,

I don't think there has been any upswing in behavior problems on Pacific =
Ave. than any other year. What we do have this year is a massive budget =
shortfall. And with the police budget the largest (33% of the general =
fund) there was a temptation to cut that budget.  The Sentinel launched =
a series of articles claiming there were all these dangerous people on =
Pacific Ave. which prompted the council to write these repressive =
ordinances.  The police budget was not cut.  I think this issue is worth =
our effort.  HUFF has always advocated for the rights of homeless people =
to use public spaces.  And with no where else for them to go (we do NOT =
have empty shelter spaces) they must be in public spaces as a matter of =
neccessity.

    Nope, never has been. The behavior of those without money however, =
can be and othen is.  These issues and debates are not built on thin air =
but the behavior of certain group of people within the homeless (or =
homeless looking) population and the reactions of  others in our society =
to tht behavior.  ( I don't know about you, but I'd rather spend my time =
and energy on other concerns) The rights of those who wish to swing =
their fists are colliding with the noses of others.  The result is rules =
about putting feet on planters and the like.
