<b><font size=+2 color="black">No easy solution for city's homeless</font></b>

"Doc," a 51-year-old homeless man, lounged on a concrete railing along the Allegheny River deep in the back of Point State Park on a recent Friday to watch the sun set. <BR>
<BR>
Across the river, the lights of the new PNC Park grew brighter. Farther down the shoreline construction workers toiled to finish Heinz Field in time for football season. Doc said he liked the view, but a lot people think Doc is spoiling it. He doesn't have plans to change. <BR>
<BR>
"Street life isn't boring," Doc said. "It's a community I've gotten comfortable with." <BR>
<BR>
Doc is one of an estimated 200-plus chronic street people who wander the city, annoying some business people and residents. Mayor Tom Murphy created a task force that, since September, has been studying what to do about people such as Doc, after a homeless man was charged in the murder of a North Side boy. <BR>
<BR>
The group had hoped to present its findings and proposals for change by March, but members extended their work and now hope to present their report by the end of this month.   To some degree, their efforts have been frustrated by differences between those who would like to see the streets cleared of street people and those who argue that the chronic population needs more services. <BR>
<BR>
But some members feel they are nearing a compromise solution that promises to take a tough stance on street people who break laws while also making renewed efforts to make them aware of services. <BR>
<BR>
The task force's 40 members are made up of former homeless people, city residents, business owners, social service workers, medical and mental health workers and public safety officials. <BR>

Doc is not one of about 2,000 people in the county who are temporarily down on their luck. <BR>
<BR>
Doc is part of the small group the mayor wants figured out. Those 200-plus street people who, depending on whom you talk to, either resist help or, possibly, can't be helped. <BR>
<BR>
Task force members are considering a solution that differs from how it traditionally has been handled in other cities, said Michael Flaherty, a task force member and psychologist with the Jewish Healthcare Foundation. <BR>
<BR>
"Suppose there was an aggressive panhandler in front of a store," Flaherty said. "In most cities, police would move right in. We're trying to give that individual an intervention - more of a chance." <BR>
<BR>
Flaherty envisions a team of social services workers who accompany officers on problem calls. The team would seek ways to get that person help. If their efforts failed, police would take over. <BR>
<BR>
The teams might not be expected to go out on every call, Flaherty said. But they would most likely go on the "gray-area" calls. <BR>
<BR>
"If the behavior is truly illegal, police would go," Flaherty said. <BR>
<BR>
<B>LOOKING THE OTHER WAY</B>
 <BR>
<BR>
Pittsburgh Bureau of Police Officer Ron Spangler, who patrols Downtown, admits the Docs and the other chronic street people bewilder him. <BR>
<BR>
Spangler wonders if it's even possible for the group to find a solution. He also is a member of the task force. <BR>
<BR>
Some days, Spangler - who is widely respected by the street people - said he wished the city would adopt a zero-tolerance approach and crack down on street life so overbearingly that its denizens would leave. <BR>
<BR>
"The only thing that can truly come out of the task force is a honing of the resources already available," Spangler said. "I don't think in the long run you're going to change the face of (the street population). ... To be very honest with you, I've become very frustrated with this whole process." <BR>
<BR>
Spangler's weariness comes from the five to 10 emergency calls stemming from this chronic population that he deals with every day he patrols. The system, he has found, is not set up to handle the problem. <BR>
<BR>
Most of the rules the street people break are minor. Disorderly conduct and urinating in alleys are offenses for which Spangler can only write a citation. Though a city ordinance allows Spangler to make arrests for public drunkenness, the Allegheny County Jail declines to take drunks. <BR>
<BR>
But how do you write a citation for someone who's homeless? <BR>
<BR>

"The procedure says the summons (to appear before a court) must be sent by certified mail," Spangler said. "What if there's no address?" <BR>
<BR>
Many street people suffer from mental illness, Spangler said. But when they act erratically enough to be sent to mental hospitals, they are kept there only as long as it takes a steady regimen of medication and treatment to render them competent. Then they are released to the street, where they don't remain on their medication and end up acting erratically again, Spangler said. <BR>
<BR>
And though some shelters have a "no questions asked" policy during cold weather, shelters generally won't take folks who are drunk and won't let residents drink, a prohibition that keeps many of the chronics in the streets, Spangler said. <BR>
<BR>
Even if the city passed laws to outlaw panhandling, it wouldn't frighten off most of the chronically homeless, Spangler and other social service experts said. <BR>
<BR>
Most who choose to live on the street receive some form of welfare or disability payment, Spangler said. Few of them panhandle. <BR>
<BR>
"The panhandlers usually aren't homeless at all," Spangler said. <BR>
<BR>
Ultimately, it gets so complicated that, often as not, officers just look the other way, Spangler said. <BR>
<BR>
<B>ENOUGH. ENOUGH</B>
 <BR>
<BR>

The point was recently brought home to city councilwoman Barbara Burns, co-chairperson of the task force. <BR>
<BR>
Returning to her North Side district after a council meeting, Burns found a street person passed out drunk in her parking spot. <BR>
<BR>
But when the police answered her call, the young officer shrugged and suggested to the man he go sleep it off in the park. <BR>
<BR>
"I had this fit," Burns said. "I looked at him and I told him, `You cannot tell this man to go sleep in the park.'" <BR>
<BR>
Burns is careful to point out she wants the task force to develop a plan that is fair, but she admits she is frustrated that the discussion so far hasn't produced a solution that does the one thing she most wants - "something to make (her) community feel safer." <BR>
<BR>
"I'm not satisfied with what I've seen to date," Burns said. "I'm part of the fan club that says you don't have the right to sleep or puke or be unruly or bad in my business." <BR>
<BR>
Further, Burns resists a central remedy suggested by social services experts - to add more shelters and daytime drop-in centers for the street people to access. <BR>
<BR>
She resists the suggestion because she thinks her district already has too many shelters and centers. Why, she asks, aren't the shelters set up in other neighborhoods? The more they are set up in the North Side, she says, the more street people gather there. <BR>
<BR>
Burns is a councilwoman in a district that has removed most of its public park benches. And still she finds street people hanging out in the parks. Doing anything that might attract more street people, she says, is anathema. <BR>
<BR>
<B>WHAT THE MAYOR THINKS </B> <BR>
<BR>
 Murphy, who also lives on the North Side, placed Burns on the task force because he shares many of her viewpoints. <BR>
<BR>
The mayor belongs to the "fan club" Burns says she represents, said his spokesman, Doug Root. <BR>
<BR>
"But the mayor has to be mayor and that means he needs to take into consideration that these people aren't just going to be swept off the streets," Root said. "He needs to worry about the long-term implications. If not the street corner, then where are they going?" <BR>
<BR>
Root said that Flaherty's intervention model appeals to the mayor. It's also possible that procedures for dealing with public nuisance citations need an overhaul, he said. <BR>
<BR>
"In terms of passing laws to address aggressive panhandling and disruptive activity, that's one of the goals of the task force and we're going to achieve that through direct intervention with these people," Root said. <BR>
<BR>
"(But) if anyone believes that when the task force is finished that they are not going to have to deal with people politely and not aggressively coming up and asking for money, or people who may not be dressed to the standard they expect in a business district and out on the street, those things are probably not going to change." <BR>
<BR>
People have the right to be homeless, Root said. They have the right to ask for money. City officials have to respect that. <BR>
<BR>
<B>THE ATTITUDE SOLUTION </B> <BR>
<BR>
Another man on the streets is Bill McBride, a social worker at the Wood Street Commons shelter Downtown. McBride, who is not on the task force, tries to offer services to street people. <BR>
<BR>
He estimates that two-thirds of the street people on any given night long to make it back into the world. Given enough time, they seek help, McBride said. <BR>
<BR>
The solution is to understand that there will always be a fraction of society living on the streets - and to be there for them when they want to make it out, McBride said. <BR>
<BR>
Because if you've been on the street any time at all, it's hard coming back, McBride said. Most street people get mugged or robbed sooner or later. Their identification ends up getting taken with their money. <BR>
<BR>
"There are not enough opportunities (in Pittsburgh) for the people who do want to come in and play by the rules," McBride said. <BR>
<BR>

Jerry Goodrun, 53, agrees. Now on disability and living in an apartment, Goodrun found himself in the street often during the 1990s due to a crack cocaine addiction. <BR>
<BR>
Goodrun said he would find himself out of rehab with no place to go. He got a job at a fast food restaurant, but found the money he made wouldn't cover his expenses. He didn't want to return to the shelter circuit, because he was tired of following all the rules. <BR>
<BR>
Soon, he found himself "back on the brick." <BR>
<BR>
"How do you work when you live on the brick?" Goodrun said. "How you take a bath? Where's your self-esteem go? <BR>
<BR>
"(In rehab and at shelters) you treat me like a monkey and give me all this love and protection and now what you do?" Goodrun said. "You treat me like an animal and throw me in the jungle." <BR>
<BR>
<B>GIN AND BEAR IT </B> <BR>
<BR>
With the sun down, Doc headed for Market Square to find some friends with whom he plays chess, and drinks. <BR>
<BR>
The neatly attired man looked almost professorial with his trim white goatee and suit coat pocket stuffed with a stack of folded newspaper crossword puzzles and cryptograms. <BR>
<BR>
In his youth, Doc attended the University of Pittsburgh for a couple of years, but his work schedule grew too complicated. <BR>
<BR>
Doc estimated he's lived in the streets 10 of the last 16 years. The hard times started in 1984, he said, when he was laid off from the U.S. Steel mill in Homestead. He had worked there since 1968. <BR>
<BR>
Even in those days he drank a lot of gin, he said. At first, he worked as a bartender Downtown. The money kept him in an apartment. <BR>
<BR>
Then one day he fell and hurt his leg. Now he receives welfare money, he said. And he drinks. Sometimes he gets wild and gets arrested. He said he knows he's smart and articulate and capable of better. But he likes his gin. <BR>
<BR>
He has 10 camps hidden in North Oakland, Oakland, Frick and Schenley parks, Troy Hill and the Hill District, he said. <BR>
<BR>
Several weeks ago one of his camps caught fire when he fell asleep and left candles burning. The fire badly burned his hand and forearm, but he has almost recovered.  <BR>
<BR>
Now, when Doc crawls into his blanket at night, he goes without candles. He lays back and sips his gin. <BR>
<BR>
He knows how to take care of himself, he said. <BR>
<BR>
"That's why they call me the Doctor." <BR>
