if it's unconstitutional to outlaw panhandlers in mass and california and new
york and ohio and ..... why not in florida.?
shut the shelter and force em to house folks. 435 thou, plus what the slave
labor makes selling his newspaper(75 thou a year in one town and they list
three others) these folks could be buying property to build their own.instead
they continue to throw good money at bad ideas.housing not shelter
