(AP) _ Numerous police officers were present at an incident five years ago where a police dog was allegedly allowed to attack two homeless men, federal prosecutors said. Three officers face charges in the Sept. 21, 1995, dog attack. Prince George's police Sgt. Anthony Delozier, 39, and county officer Stephanie C. Mohr, 30, face charges of conspiracy and depriving the men of their rights. Former Takoma Park officer Brian Rich, now an FBI agent, is charged with helping to cover up the attack. All three face trial Feb. 20. The two men, suspects in a series of burglaries, were allegedly beaten and bit by the dog as numerous officers stood by, according to documents filed in U.S. District Court. Prosecutors said in court documents that patrol officers, K-9 officers, detectives, supervisors and a state police helicopter were present. ``As one witness has stated, 'The whole world was there,''' the documents read. The two men have said in statements that they had their hands up and did not resist arrest. According to court papers, Delozier asked a Takoma Park officer, ``Hey, Sarge, we got a new dog here. Mind if he takes a bite?'' Delozier then spoke with Mohr, who allegedly released the dog. Rich is accused of charging the men with burglary despite a lack of evidence against them. Takoma Park Sergeant Dennis Bonn, now retired, pleaded guilty to one count of being an accessory to the fact to a civil rights offense for allegedly allowing the dog attack. He has agreed to testify for the government.
