Does the right to Free Speech cover panhandling?  Why or why not?
Does it cover newspaper vending?  Why or why not?

Where Free Speech is restricted to "free speech zones", is our
constitutional right to Free Speech fully protected?

ORLANDO, Fla. (AP) _ Panhandlers will be restricting to special
zones in downtown Orlando under an ordinance approved by the City

The ordinance, passed Monday, bans begging throughout much of
downtown except for about two dozen small zones. The ban, which
also extends to people who hand out fliers, takes effect next

Advocates for the homeless said the city is turning its back on
the people who need the most help.

``You'll be taking food out of people's mouths,'' said James
Wade, who is homeless.

The ordinance is part of Mayor Glenda Hood's plan to revive
downtown, whose restaurants, bars and shops have lost business in
recent years to Walt Disney World and Universal Florida.

As part of that effort, City Council also gave preliminary
approval to an ordinance that would ban new billboards and take
down existing ones within seven years. The ban would affect about
100 of the 180 billboards in Orlando; those on federal roads are
