            HERE we go again. Tomorrow morning, Peter's Place, a shelter =
for the hardscrabble homeless, closes for another season. Yes, the staff =
will continue helping the needy, finding them jobs, homes, and =
counseling. But at least two dozen Bergen County residents will no =
longer have a roof over their heads at night.=20

            Sadly, one long-term proposal to end this continuing =
disgrace has all but ended. Several non-profit groups, with the help of =
county government, hoped to open a one-stop year-round shelter in =
Hackensack where the hard-core homeless would have a place to sleep, =
shower, and get meals, counseling, and job referrals -- all under one =
roof.=20

            But the city and county could not reach a deal on a new =
one-stop shelter, despite months and months of negotiations, and now =
everyone comes out the loser. An estimated $3 million in possible state =
and federal grant money will likely be lost. One of the most pressing =
problems facing the county and city remains unresolved. And the homeless =
are once again left to sleep in parks, Dumpsters, and alleyways.=20

            While it should be noted that the county already operates a =
Hackensack shelter that's open year-round, it is invariably full. The =
need for beds for the desperately homeless is so acute that even Peter's =
Place -- which uses the rec room of Christ Church to allow 24 indigent =
people to sleep on mattresses on the floor during the colder months -- =
lacks enough space on many nights.=20

            The hard-core homeless in this region are slow-motion =
pinballs. They bounce from breakfast at one place to lunch at another, =
then dinner at the place they had breakfast. In between, they are left =
to their own devices, with non-profit groups trying their best to get =
them medical help, jobs, or rehab.=20

            One oasis for the homeless, the drop-in center run by the =
Bergen County Community Action Program, is moving from the middle of =
Hackensack to a larger place roughly a mile to the north. Bergen CAP had =
held off the move for as long as it could, in hopes it would be a major =
element in the one-stop shelter.=20

            But with plans for one-stop in drydock and its lease in the =
middle of town expiring, Bergen CAP had no choice but to relocate. While =
the new place has more showers and other facilities, it is far from =
where the homeless go for many forms of assistance. A shuttle will run =
from the drop-in center to the midtown area five times a day. That's a =
help, but it's far from ideal, especially when you're dealing with a =
segment of the population that often has serious health problems.=20

            Over the long term, the Christ Church Development Corp., =
which runs Peter's Place, hopes to find new quarters or expand the =
current setup. The other non-profits want to help. And Dominic Novelli, =
co-chief of staff for Bergen County Executive William "Pat" Schuber, =
says the county will redouble its efforts to provide more year-round =
shelter.=20

            As the staff at Peter's Place tries to remind people, nobody =
wants to be homeless. And the program does its best to get these people, =
who suffer from an assortment of chronic infirmities, into the =
mainstream again. But until the makeshift shelter reopens in six months, =
these homeless people will be forced to scramble to find a dry place to =
sleep.=20

            It didn't have to be this way, and it shouldn't be this way. =
Both Hackensack and Bergen County say they want to find a solution to =
the homeless problem. Perhaps it's not too late for city and county =
officials to try to reach agreement -- even if if it means bringing in a =
mediator to help them reach a common ground.=20

            But if there's a lack of will, there is no way. Thus far, =
therein lies a seemingly endless tragedy for the homeless, and source of =
shame for this affluent region.=20
