[Hpn] URGENT HEARING: State to deny IHSS to homeless

The Dept. of Social Services is making an "emergency" rules change to 
redefine the term "own home" in the IHSS regulations so that homeless 
people would not be eligible for IHSS. This was a hard-to-read fax from 
CFILC, but DSS's "rationale" seems to be that providing personal
assistance 
to homeless disabled people will encourage homelessness and "enable 
continued violation of these public health and safety laws." They also 
mention concern for the worker's safety "in such places." I will try to
get 
the wording for the proposed changes tomorrow but they will have 3
hearings:

June 20, 2000

The hearings are scheduled to begin at 10:00 an continue as long as
people 
are testifying. Written testimony must be received by 5:00 PM on June 22,
2000.
