HUMAN RIGHTS IN "MENTAL HEALTH"
MENTAL HEALTH HUMAN RIGHTS ADVOCACY COMMUNITY
DEMANDS THAT THE GORES TO SPEAK OUT AGAINST
THE RISE OF INVOLUNTARY "MENTAL HEALTH"
PROCEDURES OUT IN THE COMMUNITY,
AND THE RISE OF PSYCHIATRIC DRUGGING OF KIDS
"DO NOT FORCE PSYCHIATRIC DRUGS INTO OUR HOMES!"
"Mental health" is supposed to be a strong suit for
the Gore's because of Tipper Gore's high visibility
on the issue. But key leaders of mental health human
rights organizations are breaking ranks. They are
demanding that the Gore's speak out against a
growing trend for more involuntary outpatient
psychiatric drugging, and other human rights
violations, and psychiatric drugging of kids.
Protesters will gather at 8:30 am on Sunday, June 4,
2000 for a legal protest. Tipper Gore was scheduled to
keynote the annual meeting of the New York State
Psychological Association. The address is 1605
Broadway (between 48th & 49th St.) in New York City.

The rally will go forward whether or not Tipper appears.
Senior staff of the Gore administration have already
been personally informed about plans for protests.
Fifteen leaders of mental health human rights
organizations met at the White House with the Vice
President's Chief Counsel to try to iron out
differences on May 2, 2000. Also representing the
administration was a senior advisor to Tipper Gore,
plus four high-level representatives of federal
At the White House meeting with the Gore officials,
advocates said they "called for recognition and
endorsement" of a document produced by the Clinton
Administration itself on January 20, that has so far
apparently gone largely unnoticed by the Gores. The
President's National Council on Disability (NCD)
issued the report entitled _From Privileges to
Rights: People Labeled with Psychiatric Disabilities
Speak for Themselves_, that blasted mental health
human rights violations and produced ten
hard-hitting core recommendations.
Advocates attending the May 2nd White House meeting
issued a public statement, saying that: "We ask that
the Vice President and Mrs. Gore stand with us to
oppose the rise of involuntary psychiatric
treatments such as forced drugging and inpatient and
outpatient commitment, and instead endorse a public
policy direction toward a totally-voluntary
community-based mental health system."
URGENT: Two weeks ago, the call to resist involuntary
psychiatry from intruding into citizens' own homes
out in the community took on a special national
urgency. On May 17, 2000 Senators Pete Domenici
(R-NM) and Ted Kennedy (D-MA) introduced a bill to
fund and research more forced outpatient psychiatry,
such as "mental health courts," on a national level;
Domenici has even joined the board of one of the
most extremist pro-forced psychiatry groups in the
world, the Treatment Advocacy Center. Thirty seven
states and the District of Columbia already allow
judges to order individuals living at home in the
community to take psychiatric drugs against their
will. California is now the center of this
controversy as their State Assembly votes on such a
bill, AB 1800, in the next few days.
The call at the White House meeting to resist forced
psychiatry was based on the National Council on
Disability report first core recommendation. Among
other requests, advocates also asked the Gores to
oppose electroshock (ECT) -- another controversial
procedure that is on the rise -- based on the NCD
report third core recommendation.
The White House meeting, sponsored by Support
Coalition International, came on the heels of a
national strategy gathering in Tennessee's
Highlander Center in March 2000 where a broad cross
section of mental health rights activists from
throughout the USA issued a national call to begin
protests of Tipper Gore's appearances, especially at
campaign stops. Support Coalition International is
demanding to meet with the Vice President and
Tipper Gore before the election.

STATEMENT FROM NEW YORK PROTESTERS OF TIPPER GORE
Sunday, June 4, 2000 New York City Rally
by New York Members of Support Coalition International
"Tipper Gore is being hailed as one of us. A fighter
for the rights of the 'mentally ill.' A person who
has been there. We do not believe that Mrs. Gore
represents the psychiatric survivor experience. To
be kind, let's assume that she needs to be educated,
that she has not been exposed to any view other than
the medical model. And that her promotion of
psychiatric drugs as a solution to the problems of
mental illness stems from her over-exposure to
one-sided propaganda. Is she aware that many of us
have been abused and damaged by psychiatric
treatments (drugs, electroshock) that have been
forced upon us in violation of our civil rights?
Mrs. Gore believes that the enemy is 'stigma.' Many
of us believe that the core problem resides not in
stigma, but in a system that is based on force and
regards people who have been psychiatrically-labeled
as less worthy of rights than other citizens.
