WANTED: Portapotties and Dumpsters

In the Industrial Zones of Town

City Council & Police: Clean Up Your Act !

 *  In March 1999 City Council created the Krohn Commission on Bathrooms,
    which was charged with putting bathrooms in different areas of town,
    including in high-use areas such as Mission St. Extension and Harvey
    West Park where many folks who live outside, like it or not, need
    decent sanitary facilities.

 *  Though the Commission has set up five portapotties in the downtown
    area, it has taken no action to relieve the situation in outlying
    areas where the need is just as great.

 *  The need to urinate and defecate is not a voluntary function.

 *  The absence of facilities creates a health hazard for homeless people
    specifically and the community generally.

 *  Hostility towards the homeless and NIMBY attitudes result in private
    businesses closing off their own restrooms. This forces poor people
    to do their business in an indecent and unsanitary setting.

 *  The residue from these natural functions is blamed on homeless people
    and creates hostility to the homeless, leading to their further
    criminalization and victimization.

WHATEVER HAPPENS TO THE SAFE SLEEPING ZONES, THE HEALTH OF THE COMMUNITY
REQUIRES IMMEDIATE PLACEMENT OF THESE BASIC AMENITIES ESSENTIAL TO HUMAN
HEALTH AND DIGNITY.

 *  700-1500 homeless people sleep out every night in Santa Cruz-outside
    or in vehicles. Only 28 of these have legal emergency shelter in the
    ISSP program.

 *  Police, sheriffs, and rangers have been directing homeless people on
    foot and in vehicles to the so-called "Safe Zones" at Mission St.
    Extension and Harvey West Industrial Park, even though the sleeping
    there is not yet legal.

 *  Police have been falsely telling business owners and workers in those
    areas that police cannot issue citations for bad behavior such as
    littering, disturbing the peace, improper work on vehicles because of
    City Council's "safe zones" law. This false information seems
    designed to sabotage the safe zones and preserve the Sleeping
    Ban-improper political activity by the Police Department.

 *  Call the City Manager's Office at 420-5010 to demand
    portapotties & dumpsters now.

 *  Call swingvote Katherine Beiers at 420-5022: Tell her to listen to
    her heart not her fears and a small segment of NIMBY businesses &
    vote for Safe Zones and a Campground.

 *  Call Mayor Keith Sugar at 420-5026: Tell him to speak up publicly for
    Safe Zones, return them to the Agenda for final vote, & Open up the
    Process to Include Homeless Residents and Homeless Activists.

 *  Call HUFF (Homeless United for Friendship & Freedom) at 423-HUFF to
    volunteer for a summer of protest until the City keeps its commitment
    to end the Sleeping Ban.

 *  Join ROAR (Restore Our American Rights), the homeless resident group
    that meets 4:30 PM each Sunday at Harvey West and Du Bois in Harvey
    West Industrial Park.
