SACRAMENTO, CALIFORNIA: A state-wide protest to
oppose the expansion of forced psychiatric treatment
and support voluntary community services is planned for
next Monday, February 28, 2000.
The protest, sponsored by California Network of
Mental Health Clients (CNMHC), is to stop AB 1800,
one of the worst, authoritarian pieces of "mental
health law" seen in a long time. The bill would
make it far easier to lock people up. AB 1800
would also *double* the amount of time the state
could hold you in a psychiatric facility.
This bill would also allow courts to order people to
take their psychiatric drugs against their will, even
while living at home. The procedure is called
"Involuntary Outpatient Commitment" (IOC), though bill
sponsors are euphemistically calling it "Community
Assisted Treatment˛ (CAT).
The Battle of California has gained national
attention. The psychiatric survivor liberation
movement -- celebrating its 30th year in the USA --
is fighting to hold the line in California:
STATEMENT FROM CNMHC AGAINST AB 1800:
"There is a full scale attack on the rights of people
with mental disabilities throughout the nation. It is
now targeting California in the form of AB 1800. This
bill loosens the criteria for commitment away
fromclear behavioral standards, dramatically increases
costly inpatient detention time, expands court ordered
outpatient commitment, while at the same time it
reduces legal rights and protections. Join us to rally
for a system based on consent and concern, not force
and fear."

to visit your local legislator.
You are encouraged to display information about your
local activities; however, you must bring all your own
supplies, including the table.
