EARNED INCOME TAX CREDIT (EITC)
CAMPAIGN OUTREACH KIT

The Center on Budget and Policy Priorities has just released
its Earned Income Tax Credit (EITC) Campaign outreach kit
for 2000.  The kit provides materials to assist
organizations in informing workers in their communities
about the EITC.  You can download the entire kit, including
posters in English and Spanish, at the Center's website,
http://www.cbpp.org/eic2000/index.html .  You also can order a

The federal EITC is critical to ensuring that low-income
working families and individuals maximize their incomes.
Such households may not be aware of the EITC or that it can
be worth as much as $3,816 to them.  Because the credit is
refundable, it can even help households who have no income
tax obligation.  Among the individuals who may be unfamiliar
with the EITC are those previously receiving welfare who
have recently moved into employment, immigrant workers, or
workers who are or have been homeless.  Some families have
used their EITC refund for a home purchase downpayment, or
to otherwise upgrade their housing status.

Because of its role in helping working families escape
poverty, the EITC has attracted widespread interest and
support among administrators of other programs that serve
families with children.  Most recently, HUD community
builders in Oregon and NW/Alaska collaborated to post on the
Internet HUD's first ever multi-program HUD Guidance on the
treatment of the Earned Income Tax Credit for HUD assisted
renters.  The guidance is part of an outreach campaign to
encourage qualified families to participate in the EITC.

Although the guidance is fairly detailed, its bottom line is
quite simple:

     (a) the EITC does NOT count as income for purposes of
determining initial income eligibility for HUD Rental
Assistance programs; and

    (b) the EITC is NOT counted for purposes of determining
tenant rent payments.
