 Hi.  Here's my take.  Try and capture every single piece of information 
relating to their new policy.  Launch a campaign to get every one arrested to 
report and log it.  Find out from whom you can get gross lists of police 
arrest records.  Note the pattern of addresses used and the characterizations 
used by the police.  Try and involve as many observation groups as possible.  
Arm your own observers with cameras and credential them.  Notify the police 
and the ACLU in writing that you have formed a Watch Brigade.  Do not 
interfere only observe.  Report your status to Michael Stoops with the 
National Coalition for the Homeless and the National Homeless Law Project.
