COOPERATIVE AGREEMENT BETWEEN PHA AND TANF AGENCY

One of our local public housing authorities has  asked if we are aware of
any sample cooperative agreements concerning  self-sufficiency between TANF
agencies and PHAs. HUD apparently doesn't have a model for them to use, and
they are open to suggestions.

Does anyone have an example of an agreement that you think accentuates the
positive aspects of collaboration on self-sufficiency, while also limiting 
the negative aspects of information sharing?  If so, please forward it by
email or fax and let me know if it is in use or simply proposed.
