SANTA ROSA (AP) _ It has taken a court order to require Sonoma
County to muster up shelter and housing for its poor.

The court demanded last week that Sonoma County provide land for
2,500 affordable houses and apartments, farmworker housing and a
homeless shelter. The decision brought an end to two years of
litigation. With a court-ordered deadline of Aug. 7, Sonoma County
leaders are wondering how the county will fulfill the order.

That's because county officials have wrangled with city leaders
for years over a site for a homeless shelter, and the county may
need to hold months of public hearings for each proposal for
affordable housing.

A study commissioned by the county this year found there is land
available for 2,500 affordable housing units, but much of it is in
southwest Santa Rosa. And many Santa Rosa residents have said they
are adamantly against affordable housing and homeless shelters in
their neighborhoods.

High-density housing in county areas has received low priority
because of conflict with the county's goal of moving growth close
to cities to protect farmland.

The court settlement also imposes a partial development
moratorium on the county's rural towns.
